Hot work on the hull or in the cargo block triggers a stricter category of certificate. Confined-space inspection during in-service surveys, COW (crude oil washing) campaigns, and in-tank repair work all need certification on entry. Tests Inside the Certificate
A gas-free certificate is the output of a defined sampling sequence carried out across the tank space:
- Oxygen content - target around 21% by volume before any human entry; lower readings indicate displacement by inert gas or hydrocarbon vapour.
- Lower flammable limit (LFL/LEL) - below 1% LEL for hot work; below 10% for cold entry with continuous monitoring.
- Toxic gas screening - H2S, benzene, and cargo-specific compounds tested against TLV and STEL exposure limits.
- Cargo-residue tests - additional parameters tied to the last cargo carried (lead alkyls on aviation gasoline, sulphur compounds on sour crude, methanol residue on chemical service).
- Sampling at depth and across the tank - top, middle, and bottom readings plus side-pocket and trunk-space samples, using a 4-gas detector, photo-ionisation detector (PID) for VOC, and Draeger tube samplers for spot checks.
Hot Work, Confined Space, and the Certificate Categories
Gas-free certificates do not all carry the same weight. A "Safe for Workers" certificate clears the tank for human entry with PPE but does not authorise hot work; the LEL threshold is more permissive and the certificate covers a defined working window. "Safe for Workers and Hot Work" adds welding, cutting, and grinding authorisation, with a tighter LEL ceiling and shorter validity (typically 8 to 12 hours depending on atmospheric conditions). "Not Safe" is the failure outcome that pushes the vessel back into further ventilation or cleaning before re-test. Certificate validity is also bounded by changes in tank conditions: any cargo movement, ventilation shutdown, or temperature change above a threshold triggers a re-test before work continues.
Marine Chemist, Competent Person, and Regional Authority
Who is qualified to issue the certificate varies by jurisdiction, and procurement teams need to match the inspector to the port. In US waters, the certificate must come from a Marine Chemist certified under NFPA 306 and recognised by the US Coast Guard; without that credential, no hot work permit will hold up at a US port. UK and Commonwealth ports operate under a competent-person model where qualified company surveyors or shore-based inspectors can issue equivalent documentation. European and Asian ports often combine the gas-free inspection with class society attendance during drydock. Where Gas-Free Sits in the Drydock and Hot Work Sequence
The workflow is fixed: tank cleaning, ventilation, inspection, certificate issued, downstream work mobilises. The gas-free inspector arrives once the cleaning team has reached the atmospheric condition they expect will pass, runs the sample sequence, and either issues the certificate or sends the tank back for further work. Once the certificate is in hand, welders and hot work repair teams mobilise to start cutting, grinding, or welding on the hull or in the cargo block, with the inspector remaining on station to re-test on each shift change or atmospheric trigger.
